Assistant Finance Manager (Payroll and Benefit disbursements Section) (PR0093/22-23)




The appointee is expected to assist the Finance Manager in supervising a team of eight accounting staff to carry out the following duties:



  • supervise the timely and accurate processing of monthly payroll for full-time, part-time staff and helpers including the calculation of MPF and ORSO contributions, preparation of tax returns and related matters;

  • review individual staff costs and liaise with user departments on budget coverage for the staff costs;

  • ensure timely and accurate staff benefit disbursements;

  • monitor the accurate calculation and provision of monthly and year-end staff cost commitment;

  • handle PRC IIT tax filing and review tax calculation (including hypothetical tax) prepared by tax consultant;

  • liaise with the Human Resources Office on payroll and related matters;

  • work with medical consultants, actuaries, underwriters, tax agents, legal advisors, trustees, auditors and regulatory bodies to ensure compliance with the University’s policies, relevant laws, rules and regulations;

  • coordinate with academic departments or administrative offices on the provision of regular reports and meeting requirements of sponsoring/funding bodies or regulatory authorities;

  • handle system enhancement and development requirements including the preparation of function specifications, enhancement items and performance of user acceptance tests;

  • answer staff enquiries or complaints in relation to payroll and staff benefits;

  • coordinate the year-end audit of the ORSO Scheme; and

  • perform ad hoc tasks as assigned.




Applicants should have/be:



  • a bachelor’s degree in Accounting with a minimum of seven years of experience, including three years of supervisory experience, gained from sizeable companies;

  • a qualified accountant with the membership of a recognised professional accounting body;

  • competent knowledge of Employment Ordinance, MPFSO, ORSO and Inland Revenue Ordinance;

  • self-motivation, strong analytical mind, good interpersonal skills, problem-solving skills and willingness to accept new challenges;

  • relevant work experience in handling payroll and disbursement matters and knowledge of using Oracle Financial System will be an advantage;

  • good numerical sense and meticulousness in planning/execution;

  • capable of analysing and processing large data in excel with Pivot Table, vlookup and formulae, etc.;

  • strong leadership and organisational skills in coaching, motivating and retaining talents;

  • the ability to work under pressure and meet tight deadlines; and

  • a good command of both written and spoken English and Chinese, including Putonghua.

The initial appointment will be offered on a fixed-term contract of two years. Salary will be commensurate with qualifications and experience
